These rules, adopted by the
Baxter State Park Authority (the "Authority") pursuant to 12 M.R.S.A. Sec. 903,
govern the use of Baxter State Park (the "Park") by the public. No provision of
these rules applies to law enforcement or administrative personnel in the
course of their official duties. Any delegation of authority to the Director
under these rules includes delegation to the Director's designee. In addition
to any specific provision contained in these rules, the Director may restrict
public uses or activities within the Park as necessary to preserve or protect
the Park or to assure the safety of Park users.
- RESERVATIONS: Camping is
permitted only by reservation in authorized campgrounds and campsites. The
Authority and Director may establish administrative policies and procedures for
the processing of reservations.
- FEES: The Authority may
from time to time establish fees for the use of the Park by the public. The
proper fee must accompany all reservation requests. All checks and money orders
for Park facilities must be made payable to Baxter State Park. Fees are payable
by all persons year round, except government employees on official business
within the Park.
REFUNDS WILL NOT BE AVAILABLE ORDINARILY. THE DIRECTOR
MAY (AT HIS SOLE DISCRETION) PERMIT REFUNDS OR MAY IMPOSE A SPECIAL REQUIREMENT
BEFORE GRANTING REFUNDS. PORTION OF PAID FEE RETAINED IN EVENT OF REFUND, WILL
BE $25. A FEE OF $10.00 WILL BE COLLECTED FOR SITE TRANSFERS.
There is
no per person charge for children age 6 or under. All fees include sales tax
where applicable and must be paid in U.S. funds.
Reservations may be made for up
to two weeks (14 days) at a specific campground but not for a single site at
the campground. Reservations for two or more days will be held only until 4:00
P.M. of the day following the first evening for which reservations were
made.
- FEES FOR THE SUMMER SEASON ARE
AS FOLLOWS:
BUNKHOUSE $7.00 per
person per night. SHELTER/LEAN-TOS $6.00 per person per night,
minimum $12.00 per lean-to per night. TENTING SPACE $6.00 per person per
night, minimum $12.00 per tentsite. At TROUT BROOK FARM and NESOWADNEHUNK
CAMPGROUNDS there shall be a family rate of $12.00 per site per night.
CABINS $17.00 per person per night, minimum $30.00 for a 2-bed cabin,
$40.00 for a 3-bed cabin and $50.00 for a 4-bed. Children age 1 - 6 free; age
7-16: $10.00 per person subject to minimum total cabin fee. Gas lights and
firewood are included in the cabin fee.
GROUP AREAS $3.00 per person
per night, except that fees for groups of 12 or less requesting Avalanche Field
or Foster Field group areas shall be $6.00 per person per night. Avalanche
Field, Foster Field, Nesowadnehunk Field and Trout Brook Farm Field are the
group areas within Baxter State Park.
NON-RESIDENT MOTOR VEHICLE FEE
(Payable only at gate). A day pass or season pass is required for all
non-resident vehicles entering Baxter State Park. No motor vehicle shall be
permitted to enter the Park without payment of a motor vehicle fee of Eight
Dollars ($8.00) per motor vehicle for each day. If a motor vehicle enters the
Park in connection with the use of overnight reservations covering one or more
successive nights to be spent in the park, then re-entry to the Park shall be
permitted upon payment of a single motor vehicle fee during the period covered
by said overnight reservations, and no longer. Motor vehicles shall not be
permitted to enter the Park under any other circumstances, including day use,
through traffic or reservations for non-successive nights in the Park, without
payment of the motor vehicle fee for each day. This regulation shall not apply
to motor vehicles bearing a Maine registration and license plate. A season pass
under this regulation shall be available at a charge of Twenty-Five dollars
($25.00) per non-resident motor vehicle.
- FEES FOR THE WINTER SEASON ARE
AS FOLLOWS: BUNKHOUSE
$15.00 per
person per night, except Chimney Pond bunkhouse is $25.00 per person per
night. LEAN-TO OR TENTSITE $12.00 per person per night. CABINS $30.00
per person per night. Reservation is for individual bunk only. Facility is
shared with other individuals or groups up to the capacity of the
bunkhouse.

The Director, or such other person designated by the Authority, may
adjust the season for certain campgrounds before July 4th and after Labor Day
should use, weather or other conditions warrant. Under these circumstances,
reservations will be made on a daily basis only. Both resident and non-resident
reservation requests will be made and confirmed as received, except that Maine
residents will be given preference in the following manner:
- All Maine resident reservation
requests made by mail will be processed before non-resident requests on a daily
basis. An average of 30% of campground lean-to and tentsite facilities shall be
set aside for Maine resident advance reservations.
- These sites will be held for Maine
residents only until 7 days prior to the actual use date. After which time, if
they have not been reserved, sites will be released to either residents or
non-residents, except those sites at Abol Campground. the sites at Abol
Campground will be released on a first-come, first-serve basis to either
residents or non-residents.)
- VEHICLES: No vehicle over 9
feet high, 7 feet wide, or 22 feet long for a single vehicle or 44 feet long
for combined units may enter the Park. Oversize units may be authorized to use
the Park road system by special use permit, subject to conditions set by the
Director. The Director may restrict the use of vehicles by persons without
camping reservations.
- PETS OR RELEASING ANIMALS:
Pets or other domestic animals are not allowed in the Park. Releasing or
introducing any animal in the Park is prohibited.
- REGISTRATION: Persons
entering or leaving the Park by road must stop and register at the gate:
persons entering by an unstaffed gate must self-register. Persons entering or
leaving the Park by way of the Appalachian Trail must register at Daicey Pond
Campground. Persons entering the Park at locations other than a gatehouse, a
self-registration gate, or the Appalachian Trail must register with Park
Headquarters or a gatehouse in advance.
From May 15 to October 15 the Togue
Pond Gate will open at 6:00 A.M. and close at 10:00 P.M., and the Matagamon
Gate will open at 6:00A.M. and close at 9:00 P.M., unless the Director modifies
the gatehouse hours.
- ENTRANCE PERMITS: All
vehicles, other than vehicles that enter by self-registration, must display an
entrance permit while in the Park. Vehicles parked overnight without an
entrance permit displayed may be towed away at the owner's expense
- CAMPING: Camping is
permitted only in authorized campground and campsites. Tents may not be pitched
in lean-to sites. Because campgrounds may be distant from the gatehouse,
campers should check driving times and plan accordingly. Except as otherwise
permitted by the Director, campers must register at the gatehouse no later than
8:30 P.M. The latest check-out time is 11:00A.M., and the earliest check-in
time is 1:00 P.M.
- PARKING: Within each
campground or picnic area, all vehicles must park in designated areas. Only one
vehicle may park at each campsite for which parking space is provided. No
vehicle may park on the traveled portion of any Park road, or obstruct a
designated parking space.
- TRAFFIC: No person may
operate any vehicle within the Park so as to endanger any person or property,
nor operate a vehicle in excess of 20 miles per hour, or the posted speed
limit, whichever is less.
- GROUPS: Prior registration
is required for day use groups of 12 or more people. Registration may be made
by telephone beginning April 1, and should be made as far in advance as
possible.
- MINORS: All groups of 5 or
more persons under 16 years of age must be accompanied by at least one
responsible adult for each 5 minors.
- FIRES: Fires or other
cooking or heating devices are permitted only in designated campsites or picnic
areas. No person may leave a fire without totally extinguishing it, nor discard
any burning cigarettes, cigars, matches, or any other burning material within
the Park. At Chimney Pond and Davis Pond, open fires are prohibited and only
gas or propane stoves are allowed. Any fire outside a designated fireplace must
be reported to the nearest Park Ranger at once.
- LITTER: All trash and
litter must be carried out of the park. Use of plastic sheeting is prohibited
in outlying sites.
- WASHING: Use of any soap or
detergent, or the disposal of food scraps, in any waters is
prohibited.
- FEEDING ANIMALS: No person
may teed any animal within the park.
- DISTURBANCES: No person may
create a disturbance that impairs the enjoyment of the Park by others.
Campground quiet hours are posted and enforced.
- CLIMBING OR MOUNTAIN
HIKING: Climbing or mountain hiking may be restricted at the discretion of
the Director. Park users must be reasonably prepared and equipped, and must
take reasonable precautions against endangering themselves or others. Hikers
must wear appropriate footwear and clothing, and must carry a working
flashlight. No children under the age of 6 years are allowed above
timberline.
- AIRCRAFT: Landing aircraft
in the Park is prohibited except on Matagamon and Webster Lakes.
- BOATS: All boats and canoes left
in the Park and not registered with Park Headquarters will be disposed of as
abandoned property. The use of motor boats or outboard motors in the Park is
prohibited except on Matagamon and Webster Lakes. Outboard motors of 10
horsepower or less are permitted on Upper and Lower Togue Ponds.
- MOTORCYCLES, ATV'S, &
BICYCLES: Motorcycles, motorized trail bikes, and all-terrain vehicles are
prohibited within the Park. Bicycles are allowed on maintained roads only.
- SNOWMOBILES: Snowmobiles
may be used on Matagamon, Nesowadnehunk, and Webster Lakes, on the one mile
section of the East Branch of the Penobscot River in Township 6, Range 9 and on
the following road segments:
a. The Perimeter Road between Togue Pond Gate
and the Morse Mountain Road; b. The Morse Mountain Road; c. The
Perimeter Road between the Morse Mountain Road and Matagamon Gate and between
Matagamon Gate and the public road leading to the northern entrance of the
Park; d. The spur trail between the Perimeter Road and Camp Phoenix; e.
The spur road south of the Perimeter Road along the East Branch of the
Penobscot River. f. Use of snowmobiles in any other portion of the Park is
prohibited. Operators of snowmobiles must comply with all requirements of State
law.
- FIREARMS, HUNTING, AND
TRAPPING: Hunting and trapping are prohibited within the Park. Use or
possession of any firearm, bow and arrow, sling shot, or air rifle or pistol is
prohibited. Firearms may be transported through the Park if kept in a car
trunk, enclosed in a case, or otherwise inaccessible to use. Bows may be
transported through the Park if unstrung or enclosed in a case. This rule does
not apply north of Trout Bro6k and Wadleigh Brook in Township 6, Range 9; in
Township 6, Range 10; or in Township 2, Range 9. General laws of the State
pertaining to hunting and trapping apply in those areas, except that moose
hunting and baiting any animals for hunting purposes are prohibited.
- FISHING: General Maine
fishing laws and the rules of the Maine Department of Inland Fisheries and
Wildlife apply within the Park. Maine fishing licenses are required.
- PROTECTION OF NATURAL AND
CULTURAL RESOURCES: No person may remove any natural or cultural object
from the Park. Use of metal detectors and similar devices is prohibited. No
person may deface, paint, damage, mutilate, or vandalize any natural or
cultural object, or any structure or sign, within the Park. Possession of paint
or marking materials, or tampering with, altering, or removing any sign,
marker, or structure, is prohibited. Driving nails or permanently installing
any object is prohibited.
- AUDIO DEVICES: Audio
devices such as radios, televisions, cassette players, or cellular telephones
may not be operated within the Park.
- POWER EQUIPMENT: Chainsaws,
generators, and other power equipment may not be operated within the
Park.
- LIQUOR AND DRUGS: General
laws of the State pertaining to liquor and drugs apply within the Park. Maine
law prohibits drinking of alcoholic beverages in public places.
- CLOSED AREAS: During
periods of forest fire danger or other emergency conditions, the Authority or
Director may close the Park or any portion thereof. No person may enter or
remain in closed areas except as authorized by the Authority or Director.
- SPECIAL RESEARCH STUDIES:
Research studies within the Park require a special use permit issued by the
Director. Requests for use of the Park for research studies must be submitted
to the Director in writing nine months in advance of the proposed research
except, as expressly authorized by the Director.
- VIOLATIONS: All persons
violating these rules may be punished in accordance with 12 M.R.S.A. Sec. 903.
Persons violating other applicable laws within the Park may also be punished in
accordance with the provisions of those laws. In addition, persons violating
these rules may be required immediately to leave the Park, and the Authority
may revoke the privilege of any person who violates these rules to enter the
Park for a specified period.

Baxter State Park Winter Rules Baxter State Park Authority State of
Maine.
The Baxter State Park
Authority has developed a set of procedures and guidelines for winter use in an
effort to assist Park users in planning trips to Baxter State Park, to promote
safety of all persons using the Park and to protect the Baxter State Park
Authority and its staff from unnecessary search and rescue efforts. These
procedures and guidelines are necessary because of the potential dangers
associated with use in remote areas with arctic winter conditions.
Please read the RULES AND REGULATIONS AND ADMINISTRATIVE PROCEDURES
GOVERNING WINTER ACTIVITIES BELOW :
Before applying to the Park
Director for special winter use permits; changes in practice and policy are
incorporated each year. The winter season in Baxter State Park runs from
December 1 - April 1. Reservations for overnight use of Park facilities may be
obtained from the Reservation Clerk at Park Headquarters, through the mail or
in person, from November 1st to March 15th. All information requested (Trip
Itinerary with the list of party members, Certifications of Physical Fitness
for all Party members and Certifications of Training and Experience for both
the Leader and alternate leaders along with the appropriate fee) must be
received by the Reservation Clerk. The trip leader or co-leaders are
responsible for gathering all certifications necessary for each party
member.
THE REQUESTED
INFORMATION AND FEES MUST ACCOMPANY ALL RESERVATION REQUESTS. NO RESERVATION
CAN BE CONFIRMED UNTIL ALL CERTIFICATIONS HAVE BEEN RECEIVED FROM EACH MEMBER
OF THE PARTY AND APPROVAL HAS BEEN GRANTED BY THE BAXTER STATE PARK DIRECTOR
All reservations, payments
and refund for each party will be processed through the Trip Leader. Money
Orders or bank checks must be used for the payment of camping fees. ALL
PERSONAL CHECKS WILL BE RETURNED. Request for refunds must be received at least
seven (7) days in advance of the reservation date. A $25.00 fee will be charged
for each refund requested. Should your application not be accepted by the
Director, the remittance will be refunded in full. There are four types of
winter activity in the Park: DAY USE: Primarily cross-country skiing and
snowshoeing in the Togue Pond and Matagamon area. No special permission is
required. Day-users are requested to check in and out at the self-registration
box at the gate or Headquarters (by phone, if more convenient). Snowmobiles are
allowed in the Park in restricted areas.See attached Rules, #21. WINTER CAMPING
AND HIKING Camping in authorized campsites: Lean-to's, tent sites, bunkhouses,
cabins, picnic areas; skiing and snowshoeing below
timberline.
TECHNICAL
CLIMBING: Any trip off marked trails, above timberline, or across Knife
Edge, as well as ice or snow climbing. ALPINE SKIING: Any use of

The public highway leading
to the South Entrance of the Park (Togue Pond Gate) from Millinocket is plowed
as far as Millinocket Lake, where parking area is provided. Winter visitors to
Baxter State Park are advised to take the "Golden Road" from Millinocket Lake
for 10 miles and park in the provided parking area near Abol Bridge on the West
Branch of the Penobscot River. Bowater/Great Northern does not allow parking at
any other points along their road. The public highway leading to the North
Entrance of the park from Patten (Rt. 159) is plowed as far as the Matagamon
parking lot about 1/4 mile beyond the bridge over the East Branch of the
Penobscot River. All Park visitors are encouraged to stop at Baxter State Park
Headquarters, off Route 157 in Millinocket (right next to McDonald's), for the
latest Park and weather information. Headquarters hours are 8:00 A.M. - 4:00
P.M. Monday-Friday. Finally, if there is any further help we can give to assist

Obviously, the time required to complete any mileage in the winter is
enormously variable. Try to factor in changes in snow/ice conditions, elevation
gains, trail-breaking exertion, group experience, etc., when planning your
trip. Then add a healthy margin for the unexpected: equipment failure, illness
and other assorted wilderness challenges.

STATE PARK ADMINISTRATIVE PROCEDURES GOVERNING WINTER ACTIVITIES
Revised (1997) The Baxter
State Park Authority encourages winter use of the Park; but is vitally
concerned with the safety of winter visitors. Users of the Park in the winter
must comply with the Rules and Regulations of the Park. Particular reference is
made to Rule #2, which provides: "WINTER SEASON: Use of the Park during the
winter season is limited to those activities which are expressly authorized by
these Regulations or are other-wise expressly permitted by the Authority in
writing. No camping, climbing or mountain hiking is permitted during the winter
season except with a special use permit from the Director. Special use permits
may be granted by the Director only to applicants which the Director determines
are adequately equipped and competent for the particular undertaking and upon
such terms and conditions as the Director determines are necessary for human
safety and the protection of the Park. Applications must be received at Park
Headquarters in Millinocket at least two weeks in advance." The following
explanatory statement of Rule #2 and recommendations for winter visitors shall
apply to the official winter season, from December 1st to April 1st, annually.
GENERAL 1. Winter camping, technical climbing, and alpine skiing in
Baxter State Park are permitted only upon receipt of a special use permit
granted by the Director. 2. The leader of each winter party must request a
special use permit a minimum of two weeks in advance from the Park Director by
writing the Reservation Clerk at Park Headquarters in Millinocket, Maine. (Four
weeks is recommended for processing time and to avoid time conflicts with other
parties.) 3. All winter party applications will need 2 alternate assistant
leaders in case of cancellation. Applications which do not designate 2
assistant leaders will not be accepted. 4. Camping is permitted only in
designated campgrounds and campsites approved in advance as part of the normal
reservation procedure. All persons are required to register upon arrival at
Chimney Pond. 5. All winter campers going to Chimney Pond will be required
to stay at Roaring Brook the first night. 6. A minimum of four persons per
party is required. 7. Late Alpine and off-road party join-ups or
substitutions are not permitted unless all of the following conditions are met.
All applications have been submitted, received and approved at the Millinocket
Headquarters (7) days in advance of the first scheduled day of the trip. Party
size is 4 or more persons. Two or more members of the party must meet and
accompany a join-up or late arrival at the Park boundary or trailhead. 8. A
Park official may inspect equipment and supplies prior to the start of the
trip. Parties not adequately equipped and competent for their intended
undertaking may be delayed or refused permission to use the Park. 9. All
parties shall be on the trail in time to get to their camping areas before
dark. NOTE #5 above, regarding Chimney Pond reservations. 10. The Park
Director reserves the right to refuse permission for proposed winter use
activities by a party when necessary, in his judgment, for reasons of human
safety or the protection of the Park. |
